The 921 Earthquake marks a milestone in the development of disaster science and policy reform in Taiwan. Why are some areas more severely damaged than others? Why are some disaster-affected communities able to successfully recover? This book, a collaborative effort among scholars from the National Center for Research on Earthquake Engineering, Academia Sinica, National Taiwan University, and National Taiwan Normal University, reviews earthquake science in Taiwan, particularly the research developments after the 921 Earthquake.
 
The book is divided into four parts. The first part introduces the research introduction on earthquake risk, including data sources and research methods. The second part deconstructs pre-earthquake risks, introducing concepts such as hazard, exposure, and vulnerability, along with the analysis results of the 921 Earthquake. It proposes the concept of “nexus townships,” suggesting that medium-sized transportation hub towns located between urban areas and mountain foothills are vulnerable areas of society. The third part introduces the concept of resilience and discusses post-921 earthquake housing reconstruction, community reconstruction, campus reconstruction, and psychological reconstruction. The fourth part, “Facing the Next Major Earthquake,” explores the changes in Taiwan’s disaster prevention and relief system and provides future reform recommendations. Major disasters not only leave scars but also provide opportunities for citizen participation in reform. This is Taiwan’s democratic advantage in confronting disaster risks, known as “institutional resilience.”
