People interested in European Union (EU) are often confused by the EU's organization and unique decision-making processes. Its organizational structure includes two intergovernmental cooperation institutions, the European Council and the Council of the European Union, as well as supranational organizations such as the separation of powers of democratic countries–European Commission, the European Parliament, the Court of Justice of the European Union and the European Central Bank (ECB). At the same time, there are the European External Action Service (EEAS), the European Economic and Social Committee (EESC), and the European Committee of the Regions (CoR), which have both intergovernmental cooperation and supranational characteristics.
The EU's political system exhibits the characteristics of being "lower than a sovereign country, but higher than an international organization." Its trend is gradually moving from intergovernmental cooperation to supranationalism. Its decision-making process is complex, multi-layered and multi-faceted. It urgently needs integration and analysis at the theoretical and policy levels to understand the general outline of the EU's operations.
This book combines theory, policy, and examples. It discusses the EU organization and decision-making system, the leading role of the European Council decision-making system, the operation of the Council of the European Union after the Treaty of Lisbon takes effect, and the European Commission’s interaction between supranationalism and intergovernmentalism. The European Parliament with expanded functions, a multi-level analysis of the political power of the Court of Justice of the European Union, the development and challenges of the ECB's single exchange rate policy, the development and challenges of the role of the EEAS, the Permanent Structured Cooperation in Defence (PESCO) and the EU’s defense cooperation, the EESC and the CoR on the implementation and coordination of the EU climate adaptation strategy in the region.
