The European Union has been severely challenged by four major crises, with the COVID-19 pandemic crisis in 2019 posing an even more daunting governance dilemma. Despite experiencing crises such as the European Constitutional crisis, the financial crisis, the migration crisis, and the Brexit crisis over the past decade, the EU has shown resilience, as famously stated by the father of European integration, Jean Monnet: “Europe will be forged in crises, and will be the sum of the solutions adopted for those crises.” Throughout its history of crisis management, the EU has gradually overcome challenges with resilience.

The effectiveness of EU policies and responses remains subject to ongoing change and observation. This book, featuring contributions from twenty experts and scholars in European studies from both sides of the Taiwan Strait, covers a wide range of professional fields including law, politics, economics, international relations, and finance. The collected papers in the first part provide a comprehensive understanding of pandemic governance from a macroscopic perspective. Subsequently, the papers in the second part focus on the analysis of economic legal frameworks, offering insights into the latest developments in EU legislation, regional economic cooperation, currency competition, and providing contextual thinking in the era of great global changes.
